Israel's 5G Expansion Accelerates as Operators Race for Full Coverage

Israel's transition to full-scale 5G connectivity is accelerating in 2026, with Partner Communications, Pelephone, and Hot Mobile expanding their networks beyond major metropolitan areas into secondary cities and peripheral regions. The three licensed operators are racing to extend coverage as the government signals its intent to retire legacy 3G infrastructure. The 5G rollout, which began after licenses were awarded in 2020, initially focused on dense urban cores in Tel Aviv, Jerusalem, and Haifa. By early 2026, coverage has expanded to most cities with populations above 50,000, and operators are now deploying small cells and macro sites along major transportation corridors. The Ministry of Communications has allocated additional spectrum and streamlined site permitting to accelerate deployment. However, a recent government report has warned that Israeli cellular operators may lag behind international peers in 5G network investment. The intense price competition that characterizes Israel's mobile market — a legacy of regulatory reforms designed to break up incumbent monopolies — has compressed margins and reduced the capital available for infrastructure upgrades. Analysts note that while consumer prices are among the lowest in the OECD, this has come at the cost of slower network modernization. The 5G expansion is particularly important for Israel's technology sector, which requires low-latency, high-bandwidth connectivity for autonomous vehicle testing, smart city applications, and industrial IoT deployments. Several of the smart transportation test centers being funded by the Ministry of Transportation in Ashdod and Be'er Sheva will rely on 5G infrastructure for vehicle-to-infrastructure communication and real-time traffic management.
