Government Announces New National Building Code for Earthquake Resilience

The Ministry of Construction and Housing has published sweeping updates to Israel's national building code, significantly raising earthquake resilience standards for all new construction. The updated code, effective January 2027, requires advanced seismic isolation systems in buildings over 8 stories and retrofitting of critical public buildings.
The changes come after a comprehensive review of Israel's seismic risk profile, which identified the Dead Sea Transform fault system as capable of producing a magnitude 7+ earthquake — a scenario that current building stock is insufficiently prepared for.
Industry Response
The Israel Builders Association has expressed support for the updated standards, while noting the increased construction costs of approximately 5-8% per unit. Government subsidies of up to NIS 100,000 per unit will be available for projects that exceed minimum requirements.
"We cannot afford to wait for a disaster," said Housing Minister Yitzhak Goldknopf. "These standards will save lives."
