Israel Mandates Solar Panels on All New Buildings, Targets 30% Renewables by 2030

A landmark energy regulation requiring rooftop solar panels on all new residential buildings and large commercial structures has taken full effect in Israel, fundamentally changing the country's approach to distributed energy generation. Approximately 10,000 new homes built annually must now include solar installations as a condition for obtaining construction permits. Residential buildings are required to install a minimum of 5 kilowatts of solar capacity, sufficient to meet the daily electricity needs of an average Israeli family. Non-residential buildings with rooftop areas exceeding 250 square metres — including commercial towers, factories, and warehouses — must also comply. The government has introduced generous feed-in tariffs of 0.48 ILS per kWh in general areas and 0.56 ILS per kWh in major cities, compared to just 0.07 ILS per kWh for large-scale commercial plants. The mandate is part of Israel's ambitious drive to generate 30% of electricity from renewable sources by 2030, up from the current 15%. To reach this target, Israel's installed renewable capacity needs to grow from 7,500 MW to 16,000 MW. The government is pursuing this through nationwide tenders for large-scale solar projects in the Negev and Golan Heights, combined with the distributed rooftop generation mandated by the new regulation. Israel is now among the world leaders in solar energy per capita and per land area. Innovation continues to flourish, with Israeli companies developing floating photovoltaic systems for reservoirs, agro-solar fields that combine agriculture with energy generation, and AI-powered analytics for utility-scale solar optimization. EDF's DeepSolar unit recently signed a solar analytics agreement for a utility-scale asset in Israel, underscoring international interest in the market.
